When this happens

• ✓ Instance is in a Highest Semver or Lowest Semver version group
• ✓ Instance has the same Semver Number as its Local Instance
• ✘ Instance mismatches its With Range semver group
• ✘ Range preferred by its With Range semver group will not satisfy the Local Instance
• ? We can't know whether the incompatible range matters or not and have to ask
